The Watchers is a psychological study of Wilhelm Weber, an ordinary citizen of West Berlin who finds his values becoming slowly but drastically altered as he is blackmailed by government agents of the German Democratic Republic into providing sensitive documents to which he has access as an employee of an important technology firm.
Leon Vandermere is an American newspaper correspondent in Berlin, sent there by his own government to work with West German counter-intelligence services. His undercover work leads him to spy on Weber as Weber is drawn deeper and deeper into betrayal. It also leads him into an affair with the beautiful Renate, a German model who he uses as a plant to further exploit Weber’s weaknesses.
